Look at it this way:

You join a lobby in Modern Warfare 2 and you're instantly in communication over comms with everyone in the lobby.

Now replace the word 'lobby' with 'party' and the words 'Modern Warfare 2' with 'Guild Wars 2'

Fixed.

You could add little touches like - if you need to speak to someone outside the party you press and hold X for area chat etc., or this could automatically kick in when entering public areas rather than instances.

Alternatively, to communicate in a PC MMO you've got a keyboard plugged in, to communicate in a console MMO, guess what? It's got USB slots that accept keyboards.

Personally I think all it boils down to is financing an MMO for a console that could be obsolete or replaced in a few years with something incompatible is just too much of an uncertainty for publishers. At least PCs are around forever.
