The universe itself yields nothing to explore: Post-apocalyptic worlds are a dime a dozen. What was interesting was the relationship between Ellie and Joel and that does not need to be explored any more. It was a perfect, self contained story which has garnered the hearts and souls of everyone, more so than Kim Jong-Un would like to think he has Korea's citizens.

Re exploring Joel and Ellie would do more harm than good. Sure, create something unrelated to them and brand it as TLoU2 and it will sell by the bucket load, but don't dare even metion Joel and Ellie. The backlash would be uncomparable.

It'd probably be best to start with a fresh storyline in the same world. Maybe different side of the world with different survivors. I have not played The Last of Us yet, but I hear it's a masterpiece and a story that really is near perfection, so doing a sequel to that could potentially ruin the game. So a sequel with new cast would probably be ideal.
