Judging from when the expected release date is I'm guessing this was first started production mid to early last year. I think this was fully greenlit this year/ December last year. The success of Deus Ex:HR probably brought the idea of a reboot into light, and then the futher success of Hitman and to some extent Dishonoured, cemented the fact the stealth genre is now viable to release games for again on a regular basis.
